Process-Based Training Defined


Process-Based Training is the new training model that the Staff Development Center will begin to develop in July 2016. Current training was developed and is delivered according to each High Level Program Group (HLPG). The new vision for training will be to develop and deliver training based on processes. Training will focus on Intake, Ongoing and RRR. Training will include CBMS data entry, policy for all HLPGs, and processes for tasks completed by staff. There will be a process manual that users can refer to for guidance.

We understand that there are County specific processes that will still need to be trained by the County (processes for managing applications, scheduling appointments, etc). With the new vision, all CBMS and Policy information will be trained so that when a user takes action on a case, the process is the same regardless of County office or even between users in the same office. This process will also help the State identify areas where the data entry may be different by HLPG. Training will work closely with the State Program Staff for guidance and ideally, system changes would be made to prevent the user from having to learn different ways to data enter information based on the HLPG.

For example, users are currently trained on household composition in each course they attend. Each course covers the information that is important for one HLPG, but doesn’t cover how it affects other programs. With the new vision, we will train the data entry of household composition, the rules for all HLPGs and how they affect other programs, and provide guidance on how to act on information. We will cover information such as adding household members, removing household members, what to do if someone lives part time in another household, and what to do if the individual is out of the home for an extended period of time (e.g. truck driver, student). We will train users how to use Online Help, use of Effective Dates, and the importance of Case Comments on each page.

The training will be delivered in various modalities. Some web based, some virtual instructor led (at the user’s desk or in a training room) and some courses will be mandatory in person (complex information such as income).

The Overview Meeting was held to discuss the process, explain the course outline, and explain how the modules will be developed. We will also be asking for assistance from Counties in giving feedback for modules and processes that we need to make sure to include. After the Overview Meetings, additional meetings will be held to kick off the process. Development begins in June 2016 and the first phase will be complete in January 2017. The Pilot will begin in February 2017. The Pilot Counties have not yet been selected. We will be sending communications soon requesting Counties to participate in the Pilot.

During the Overview Meeting, we discussed the development phases and the implementation plan after all modules are developed. While Process-Based Training is under development and during the pilot, the current training (Building and Expanding Foundations) will continue to be facilitated.
